CFC ELIGIBILITY REQUIREMENTS

Membership in ACA is open to U.S. 501(c)(3) organizations that:

  • Address in some manner the needs of older Americans and their families, and
  • Meet eligibility requirements for inclusion in the CFC.

Every organization wishing to participate in the Combined Federal Campaign must meet certain eligibility requirements established by the Office of Personnel Management, the federal agency that runs the CFC.  This year OPM has revised the regulations that govern the campaign in order to streamline the application process.  In many cases, requirements were revised or eliminated.    

As of December 1, 2006, an organization wishing to participate with American Coalition on Aging in the Combined Federal Campaign must meet the following eligibility requirements:

  • Provide services in at least fifteen different states or at least one foreign country over the three-year period immediately preceding the application
  • Be recognized by the IRS as 501c3 tax exempt
  • Account for its funds on an accrual basis in accordance with generally accepted accounting principles (GAAP)
  • Commission a full-scale audit by an independent certified public accountant that is prepared using generally accepted auditing standards (GAAS)
  • File an accrual-basis Form 990 with the Internal Revenue Service (unless exempt from filing)
  • Be governed by an active and responsible board whose members have no conflict of interest and a majority of whom serve without compensation
